Surfside is the low-rise exception on this stretch of barrier island. Between Bal Harbour and Miami Beach, it kept a scale that lets it function as a small town: a walkable stretch of Harding Avenue, a community centre people actually use, and residential blocks that are genuinely single-family rather than towers.
